Besides Norsk Tipping, there are several smaller charitable lotteries operating throughout Norway.
In 2009, a law was passed requiring the use of a player card for all games except scratch tickets. The new card was created as a way to combat problem gambling by tracking how much was being spent and giving players the ability to put limits on their spending.
In winter 2015, Norway allowed for five new private lottery licenses to be issued. Two of the licenses were awarded to Pantelotteri AS/Norwegian Red Cross and Lottovate Limited NUF/UNICEF almost immediately, with the remaining licenses to be awarded as suitable applicants are approved.
