Liberian Lotteries

The Liberian lottery was originally regulated by the Liberia National Lotteries Corporation under the 1993 National Lottery Act, but that law was repealed in 2015 and replaced by the Act creating the National Lottery Authority, which now supervises and conducts lottery and related gaming activities.

In May 2000, Liberia National Lotteries Corporation was authorized to conduct lottery games online. In 2011, Liberia signed a 10-year agreement with Mercury, Inc. of Liberia giving it the exclusive right to conduct lotto and other number-related games in Liberia on behalf of the Liberia National Lottery Corporation. There was an initial investment of USD 2.5 million and a subsequent investment of USD 8.5 million for software and gaming technology. Five percent of the gross revenue earned by Mercury benefits disabled and special needs residents. This agreement was later terminated by the NLA following alleged defaults by Mercury.
