Minnesota Online Gaming
In 2025 and 2026, Minnesota's online gaming activity was dominated by two related policy battles. First, sweepstakes casinos - which operate legally under federal law and are not classified as gambling under Minnesota statute - continued to expand in the state. In March 2026, the Minnesota Senate advanced SF 4474, which would have prohibited the operation, promotion, and support of online sweepstakes games in Minnesota, with the state Attorney General empowered to pursue enforcement. The bill passed the Senate on April 30, 2026, but died in a House committee before the regular session ended in mid-May 2026. Sweepstakes casinos remain legal in Minnesota as of mid-2026. Second, Minnesota became the first state in the nation to ban prediction markets
In February 2017, HF 1415 was introduced in the House, and if passed, would have authorized and regulated daily fantasy sports. The bill failed by a 74-48 vote in April 2018, and was not revived before the end of the year.
In April 2018, a draft of a sports betting bill was circulated in the Minnesota legislature. The bill included a clause to enable mobile betting. The Minnesota legislature adjourned in May without any action on the bill. Senator Roger Chamberlain, the head of the Senate Taxes Committee, told the media in December 2018 that the sports betting bill will be the center of discussions once the 2019 legislative session begins on 8 January and could pass before the 2019 legislative session closes.
In 2022, both the House and Senate bills included online sports wagering, but failed to advance. The legislature plans to revisit the measures in the next years session.
