Oregon Sports Betting

In 1989, Oregon allowed some forms of sports wagering by giving the Oregon State Lottery Commission the authority to operate games allowing the public to bet on the outcome of NFL games. Because the state permitted sports pools before the Professional and Amateur Sports Protection Act was enacted, the state was exempted from the Act. The Oregon Lottery launched a betting game called “Sports Action” that allowed players to wager on the NFL and NBA in a parlay format that required them to get three picks right to win.

In 2005, the Oregon legislature passed a bill (HB 3466) that banned sports wagering effective 1 July 2007.

In January 2019, the Oregon state legislature introduced H 2288, which requires a percentage of net lottery proceeds from sports betting to be applied against unfunded actuarial liability of the Public Employees Retirement System.

In April 2019, the Oregon Lottery Commission approved the lottery’s recommendation to award the state’s sports betting contract to SBTech. Oregon Lottery controls all betting on sports, and there is no betting on college sports allowed in Oregon.

In August 2019, sports betting was introduced at Chinook Winds Casino Resort in Lincoln City, one of the tribal casino locations offering retail sports betting. In October 2019, the Oregon State Lottery launched its Scoreboard sports betting app, with backend technology provided by SBTech (subsequently acquired by DraftKings).

In June 2020, ROAR Digital announced it will open a BetMGM Sportsbook at Spirit Mountain Casino, which is owned and operated by the Confederated Tribes of Grand Ronde.

On January 18, 2022, DraftKings replaced the Oregon Lottery's Scoreboard app as the state's sole online sportsbook operator. Current Scoreboard users transferred their funds and created new DraftKings accounts; open bets remained settled under DraftKings. DraftKings OR users may bet on professional sports from anywhere within state lines. The Oregon Lottery Commission has chosen not to permit college sports betting on the DraftKings platform, a policy decision rather than a statutory prohibition — there is no Oregon law barring the Lottery from offering college sports markets. As a result, DraftKings in Oregon does not display any college sports wagering markets, including March Madness and college football.

Tribal casinos in Oregon — including Chinook Winds, Spirit Mountain, Three Rivers Casino Resort, and Ko-Kwel Casino Resort — offer college sports betting through their in-person retail sportsbooks. The availability of college sports wagering at tribal casinos reflects the application of tribal sovereignty under the Indian Gaming Regulatory Act, which allows tribes to offer games consistent with their state compacts rather than being bound by Oregon Lottery Commission policy decisions. No statewide legislation to authorize college sports betting on the DraftKings platform had been enacted as of mid-2026; legislative proposals to expand college sports markets advanced in recent sessions but did not pass.
