Paraguayan Sports Betting
In June 2017, CONAJZAR announced that it will open sports betting the sport betting market to foreign operators. The agency plans to award a single license through an open bidding process. That tender ultimately awarded an exclusive nationwide sports betting concession to Daruma Sam S.A., operator of the Aposta.LA brand, creating a de facto monopoly through 2028.
Paraguay’s 2024–2025 reforms aim to end that monopoly and allow multiple licensed operators; CONAJZAR has been instructed to prepare new bidding processes so that, once the current concession expires or is restructured, up to three companies can operate retail and online sports betting under stricter AML and tax rules.
