In March 2016, Virginia passed a law regulating daily fantasy sports, and in August the Virginia Department of Agriculture provided temporary permits to DraftKings, FanDuel, Eaglestrike and FantasyDraft. These licenses expired after 60 days, at which time operators purchased long-term licenses. There are currently multiple daily fantasy sports sites operating in Virginia.
In early 2025, Virginia lawmakers considered online casino (iGaming) legalization via Senate Bill 827 and House Bill 2171, which proposed allowing each land-based casino up to three online skins under Lottery oversight. Both bills were set aside in January 2025 and referred to a legislative work group, with additional hearings held later that year; policymakers plan to revisit the feasibility of online casinos and a potential new gaming commission during the 2026 General Assembly session.
