Georgia Sports Betting
In February 2025, Senate Resolution 131 — which would have authorized a constitutional amendment allowing both sports betting and casino gambling — failed 9-2 in the Senate Regulated Industries and Utilities Committee on February 28, 2025.
In March 2025, the House Higher Education Committee advanced two companion bills: House Bill 686 (the "Georgia Sports Betting Act"), providing an operational framework for online sports betting under the Georgia Lottery with up to 16 licenses and a 24% tax rate; and House Resolution 450, which would have placed a constitutional amendment on the November 2026 ballot. Both measures cleared committee on March 5, 2025, but failed to receive a floor vote before the March 6 Crossover Day deadline and were subsequently withdrawn and recommitted on April 4, 2025.
For the 2026 legislative session, Representative Matt Hatchett reintroduced House Bill 910, originally filed in April 2025. HB 910 would place online sports betting regulation under the Georgia Lottery Corporation, authorize up to 18 licenses (with licenses tied to the Atlanta Braves, Falcons, Hawks, Dream, Atlanta United FC, Atlanta Motor Speedway, Augusta National Golf Club, the PGA Tour, and others), impose a 25% tax on adjusted gross wagering revenue, and notably would not require a voter referendum. On March 6, 2026 — Crossover Day — HB 910 failed in the House, receiving only 63 votes against 98, falling well short of the 120 needed to pass.
In early 2019, a sports betting bill was introduced that would create a Georgia sports betting director position and "provide for the comprehensive regulation of sports betting and related activities." Under the bill, no more than 10 "sports betting permits" would be allowed. In April 2021, the House of Representatives in Georgia was unable to come to any resolution regarding sports betting in the state, after passing in the Senate.
As of July 2026, sports betting is not legal in Georgia and is unlikely to reach voters before 2028 at the earliest. Proponents are expected to make another attempt in the 2027 legislative session.
