Vermont Sports Betting

In January 2019, S. 59 was introduced, but never advanced. In January 2021, a bill that would authorize sports betting through the lottery and allow up to six mobile sportsbook operators was introduced and was waiting to be heard in the Senate Committee on Economic Development, Housing and General Affairs.

In March 2023, H.127 became the first sports betting bill to pass the Vermont House, and the governor supported the legislation.

In May 2023, the Vermont House of Representatives approved the amendments made by the state Senate to H.127 and the approval of the bill paved the way for Vermont's governor to sign the bill into law.

In June 2023, Governor Phil Scott signed Vermont's sports betting bill into law and in July 2023, Vermont regulators approved amended rules for sports betting and event wagering.

Online sports betting launched in Vermont on January 11, 2024 — making Vermont the final New England state to legalize sports betting — with DraftKings, FanDuel, and Fanatics Sportsbook as the three approved operators, chosen through a competitive procurement process from among five applicants (BetMGM and ESPN Bet were also denied). The Vermont Department of Liquor and Lottery (DLL) regulates the market. Under the terms of their individual contracts with the state, FanDuel pays 33% of adjusted gross revenue to the DLL, while DraftKings and Fanatics each pay 31%. Operators are also subject to a 0.25% federal excise tax on wagering handle.
